The System Modernization of CDO Water District Requires P1.9-Billion Funding

The Cagayan de Oro Water District (COWD) is seeking PHP1.9 billion in funding to modernize its systems and better serve the consumers of the city. COWD General Manager Antonio Young stated that the modernization plans aim to address the insufficient water supply, particularly during peak hours in the morning. However, the water utility company lacks the necessary funds to finance the needed rehabilitation.

COWD’s board members, led by Chairperson Nelia Lee, proposed a rate increase to cover the costs, but the City Council opposed the idea, citing the additional burden on consumers. Councilor Joyleen Mercedes Balaba also criticized the proposal, stating that the company has been in the city for 50 years and should have enough funds for modernization.

To address the issue, Council Majority Floor Leader Edgardo Cabanlas proposed privatization, while Councilor George Goking suggested a loan from government financial institutions or the Local Water Utility Administration (LWUA). Young assured the public that they would provide additional lines to address the problem temporarily, but emphasized that modernization is necessary in the long run.

COWD, a government-owned company supervised by the local government, has a supply agreement with Cagayan de Oro Bulk Water, Inc., which is responsible for providing at least 80,000 cubic meters of water daily to local water concessionaires.
