CSWD head Teddy Sabuga-a said the agency will propose to reiterate the responsibility of the parents in implementing the ordinance to keep children from roaming the streets at night.

He said the Code of Parental Responsibility will be included in the ordinance.

The said Code provides that parents are liable for the minors’ offense when they are caught out on the streets between 10 p.m. and 5 a.m.

Under the ordinance, minors are prohibited from loitering in the markets, restaurants, cafes, bars, nightclubs, cocktail lounges, massage clinics, beer houses, discotheque joints or salons, cabarets, liquor stores or stands, gambling places, plazas, parks, recreation halls, billiard halls, parlors, bowling alleys, theater lobbies, sidewalks and hotels.
