Yes August 28 is Cagayan de Oro Day, this is According to Republic ACT No. 9644

An ACT declaring August 28 of every Year a special non working public holiday in the City of Cagayan de Oro to be known as “Cagayan de Oro Day.

In section 1 it declared that August 28 of every year is a special non-working public holiday in Cagayan de Oro in the province of Misamis Oriental to celebrate the feast day of St. Augustin, the patron of the City and be known as “Cagayan de Oro Day.”
