Wheel Clamps on Illegal Park Vehicles in Cagayan de Oro
Another rule will be implemented in Cagayan de Oro, looks like the new administration following their tagline “Hapsay”. This time the RTA or Roads and Traffic Administration will implemented to use wheel clamps on illegally parked vehicles in Cagayan de Oro.
This info was shared last November 2013, a member of the traffic volunteer group Cagayan de Oro Campaigners for Road Courtesy and Discipline (CRCD) on the CDOInfonet Group in Facebook. According to source, the wheel clamps will be donated by some undisclosed individuals perhaps concerned with the city’s traffic condition. These clamps will immobilize the subject vehicles and will force respective owners/drivers to pay the penalty before the clamps can be removed.

SECTION 182. Use of Wheel Clamps or Tire Locks.– The use of wheel clamps or tire locks to immobilize illegally parked and unattended vehicles in any street or area designated as “no parking” or “tow-away zone” pursuant to this Ordinance is hereby authorized.
SECTION 184. Fee. – For the release/removal of the said clamping device the owner/driver/operator shall pay the fine of P500.00 to the City of Cagayan de Oro, for which a corresponding official receipt shall be issued. Payment shall be made at any official redemption center designated by Roads and Traffic Administration.
SECTION 185. Redemption. – The owner/driver/operator of a clamped vehicle shall be given a maximum period of three (3) hours, within which to redeem the said vehicle by paying the amount of the fine prescribed hereof. Otherwise, the said vehicle shall be towed and impounded in the Roads and Traffic Administration impounding area.
SECTION 186. Government waiver on damages. – The City Government of Cagayan de Oro shall not be held responsible for any damage to the vehicle caused by any movement or attempted movement of the vehicle by the owner/driver/operator while the wheel is clamped: Provided, That a notice of immobilization shall be placed on the driver side windshield of the vehicle.
SECTION 187. Prohibition. – It shall be unlawful and/or illegal to remove or attempt to remove or destroy the wheel clamp, and shall subject the offender to a fine of P1,000.00 or one (1) month imprisonment or both, at the discretion of the Court.
The first 10 wheel clamps would soon be turned over to Atty. Egay Uy as promised by CDO-CRCD. The wheel clamps are donations by Chinese associations in the city. Their identities would be known in a proper forum.
This is really good to everybody but they should responsible for the damage of the vehicle that will be remove or clamp, I don’t agree with this SECTION 186. Government waiver on damages.
